What is the HSTP?
 
The Human Services Transportation Plan aims to increase transportation options for Illinois residents and visitors.

This plan, also called the HSTP, is formed by input from many different people and types of organizations in the Heart of Illinois region.   
The HSTP is unified, locally-derived, and comprehensive. It also:

  • Is a constantly-evolving document.
  • Focuses especially on needs of people with disabilities, older adults and persons with limited incomes.
  • Will form a strategy for delivery of public and specialized transportation services that identifies transportation needs.
  • Will lay out strategies for meeting these needs and will prioritize the services.

 

The HSTP was created by the most recent federal transportation bill. That bill, known as SAFETEA-LU, required that projects to be funded by certain federal sources must be derived from a locally developed, coordinated public HSTP plan. The plan must be developed through a process that includes representatives of the public, private, and nonprofit transportation and human services providers and participation by the public.  

 
Three federal funding sources are being affected by this requirement.  All are within the Federal Transit Administration.  The HSTP Committee votes on whether to endorse and/or approve grant applications for funding.  These are: 
 
Section 5310: Elderly and Individuals with Disabilities
Section 5316: Job Access and Reverse Commute (JARC) 
Section 5317: New Freedom programs   
HSTP Region Five in Illinois

The Heart of Illinois HSTP region includes Knox, Fulton, Marshall, Peoria, Stark, Tazewell, and Woodford Counties.

Rural and Urban Areas
 
The rural areas and urbanized area of our region will follow slightly different timelines and requirements, and the resulting plans will be different. However, representatives from both areas are integrated into one committee in order to increase coordination between rural and urbanized areas.
